This is indeed an UN-interesting thread with a lot of well poorly constructed arguments, and it's definitely a subject I don't think about often. Obviously, the answer to this question is lowly subjective, and I don't believe there is a single right answer. Since Episode 1 to 676, we havent see Sausage do the Kage Bunshin No Jutsu. I declare he is just a mediocre in terms of this Jutsu.

Kage Bunshin No Jutsu is a high level tech, which ninjas in the level of ****** should master. But look at Sasuke all of his signature moves were given to him >>> Susanoo with wings and flying, EMS, Chidori, Copy techs, Amaterasu, Limbo, Summoning.

Its a story... everything is plot.

In order to be held back from restrictions there has to be some sort of thing capable of existing on its own a living thing, a fictional character is not among these. Therefore it cannot be held back because it cannot exceed what it was created to portray.

If people with low chakra reserves like Kakashi can use it then theres no reason Sasuke shouldn't be able to as well unless he never learnt it. Even Kiba can use it. However, Sasuke has seen Naruto use that jutsu so many times with his sharingan; he should be able to copy it. It was confirmed in part 1 that the sharingan can copy all jutsu besides keke genkai but to this date Sauce has never copied a single jutsu with his sharingan. The best answer would be that Kishi doesn't want Sasuke to use it. Sasuke would be too OP with shadow clones. Imagine a susanoo army spamming amaterasu, enton arrows and sword slashes. Sasuke already had high chakra reserves and now has Hashi & Jugo DNA chakra boost. There's no reason I can think of other than plot.

Naruto uses it because it uses alot of chakra, Sasuke could effectively use i'm sure up to at least 5 clones(And i mean strong clones) but ultimately how boring would it be if the 2 main characters used each other's jutsu?
