Sasuke obviously has not surpassed Madara. Sasuke only has lightning style jutsu, although he has Rinnegan. Madara was able to equal Hashirama's Wood jutsu as an Edo Tensei. Madara's jutsu are all devastating on a massive level. Sasuke's jutsu are meant for small battles. Sasuke has one Rinnegan, while Madara has two.
