Sasuke could have used Kirin on Deidara

Deidara's explosions released a ton of heat into the air. A bunch of landmines, a C2 dragon, and millions of tiny C4 bombs. Logically, this would create the conditions for a thunderstorm. But I guess Kishi wanted to save the big reveal for Itachi

You have to heat up the ATMOSPHERE. Not just set a few bombs off in the air. Sasuke had to literally shoot firballs into the clouds. The few bombs that Diedara had that did go off in the air weren't even near the clouds let alone the atmoshpere

Sasuke definitely had the option to do it if he wanted to. He even took the Kirin stance (raising his hand up) when he fought Team Kakashi at Orochimaru's hideout.

Hate to break it to you-but sasuke wasn't even trying to kill Deidara. Kirin is a one shot kill technique-so it was useless for the situation. He even told deidara that he other jutsu up his arsenal that he could have used. So yeah, he could have shot some fireballs into the sky.That combined with deidara's explosions might have been enough. But we will never know.
