As we know Sasuke doujutsu, the Sharingan turn black in the sclera similar with Boruto Jougan, at first i would think it maybe related to Edo, but after there is several clues comes such as Kara juinjutsu, Orochimaru juinjutsu for Jugoo clan or Kawaki/Boruto Juinjutsu. Now I'm pretty convinced that Boruto Jougan is an enhanced Byakugan under CM/Karma just like Sasuke influence his Sharingan in CM. His eye might manifest after Toneri put his power into it even before Momoshiki gives his power through karma.

yup in the case of Boruto his jougan may be activated because of Toneri intervention. After Toneri is sealed, they way Boruto to awake Jougan probably by using Kama.
