Itachi wanted to be dead. Plus, if he used Rinne Tensei, Sasuke would be dead as of now. If Sasuke dies, all the work Itachi done to protect his brother and make sure he grew stronger would go up in smoke. Itachi would rather die so his brother could live. 1. Rinnei tensei brings people back from the dead but it hasn't been known to cure people from illness. Itachi may very well be still afflicted with the disease he suffered from that caused his death.

2. If Itachi came back to life he'd still be an international criminal. He'd still be hated by Konoha and would have to live a reclusive life where is he is the object of hate for so many. He'd also have no little brother, no friends (even Kisame is dead) and no family. Sasuke wouldn't want Itachi to live this kind of life.

3. Itachi's whole reason for living/committing all the sins he did was for Sasuke and the village. For Sasuke to trade his life for Itachi's would invalidate everything Itachi did in his life from the Uchiha massacre onwards.
