Sasuke can't deactivate Rinnegan because it's not his.

It is his Rinnegan, Hagoromo gave Sasuke "power" which equated into the Rinnegan for Sasuke. Naruto got a new mode which is also his. What I would argue isnt theirs are the seals on their hands.

Also Madara is also unable to deactivate his own Rinnegan, which leads to the conclusion you simply cannot deactivate it.

Nagato was using madara's eyes and could use the 6 paths. Anyone with Rinnegan, whether they activated it themselves or not, can use all Rinnegan based techs. Madara could revert his Rinnegan because it's his. Sasuke and nagato could not do this. Arguably Sasuke can still use his sharingan techs but not using Rinnegan techs is always plot based. He does in fact have all Rinnegan techs.

He infused sasukes chakra with his own, similiar to how mangekyo sharingan requires stress to activate that certain chakra in their brains.
Hagoromos chakra is just so potent his sharingan simply evolved even further

sasukes rinnegan was different than hagoromos, it was more like a mergure of sharingan and rinnegan, thereby it had more like sharingan abilities.The rinnegan just added to hes sharingan, didnt replace it.
