8 tails bijuudama had lightning sparks surrounding it. Every jinchuuriki (except naruto) was shown to use elements of their bijuu proficiently.

I don't believe that there is any scan that indicates which, if any, of the bijuu have a Raiton affinity. We used to think that you needed some kind of Bijuu to use the Gudo Dama..then we saw pictures of Hagoromo and Hamura using black staffs, but we didn't know if they were Gudo Dama or not. Movie Databook confirms that Hamura had Gudo Dama, and he was never a Juubi Jinchuuriki or any kind of Jinchuuriki at all, meaning Gudo Dama is not related to Bijuu Chakra.
But however DB states that you get them when you awaken Six Path's Senjutsu, so that's probably what Kaguya and Hamura, along with Hagoromo, even before becoming the Juubi's Jinchuuriki, had. Sasuke and Kakashi may have gotten Rikudo's Chakra, but that doesn't mean they have Six Path's Senjutsu, thus no Gudo Dama.

Perhaps Naruto's Raiton affinity is a direct result of Hagoromo's Yang chakra.
Hagoromo's rinnegan, and Gudoudamas, along with Hamura's Gudoudamas are likely a direct product of the Chakra Fruit their mother ingested.
