Sasuke is able to manipulate it due to sage's chakra since sasuke us yin spiritual he can most likely manipulate the properties of chakra which is how he could touch madara's stick unscathed. While Naruto can manipulate nature chakra in a sense since he's yang, sasuke van manipulate chakra itself due to being yin

People will find any excuse to discredit sasuke. But facts are facts as yang Naruto can manipulate the physical world in a sense such as giving kakashi a new eye. Sasuje us yin so he manipulates the spiritual world I.e. How he can see madara and touch madara's stick. Sasuke's moon mark should be behind that as naruto's sun mark is behind things.
