Except the text says he does it simultaneously which if i'm not mistaken, means the combination was done at the same time. I still don't see the difference.

Edit: Ohh! I see what you mean now. But it would still be weird as it seems regular wind and water element users should be able to do the same.. or basically for all other elemental KKG like lava. Guess we still have to wait for the full stuff for more info.

Regular wind and water elements users doesn’t have Rinnegan..

I would agree, at that point anybody with two proper elemental jutsus could create other elements. Maybe most ninja just aren’t good enough at ninjutu to even make it useful in combat? The other thing I found odd was sasuke using 2 elemental jutsus simultaneously with only one hand..... like in the grand scheme of things it’s obviously not a hinderance but still... it sounds harder still to do like that
