Well, there is not alot of times where you would only utilize one. Most people use both their intelligence and raw power in a fight. To the rest of the thread, yes Amaterasu is one of the most dangerous. Example ; Lighting the battlefield in Amaterasu.

Amterasu is one of the best attack techs; not the best; it is controversial because everything can be countered with different techs

Mainly intelligence because ninjas with 'raw power' use it recklessly and dont use a strategy, guys like Minato and Shikamaru dont particully have raw power but yet they're able to win battles so frequently within a simple plan=D

Honestly, almost every Uchiha technique is broken.

Amaterasu - Broken as hell, almost no clear counters unless the opponent has crazy speed

You named two extremely people with extremely powerful and exclusive techniques.Outside of those two instances If your not a top tier sensor with already existing knowledge your not getting out if its way and your done for.



Shinsuusenju is not the strongest attack.It was blown away by the assault madara laid forth ,however the flames would englulf the thing until it burned.There is no getting around it either since its such a large target.It is a great technique for tanking powerful ninjustu but not practical against the amaterasu

Shinra tensei have a 5 sec time gap, and amaterasu is almost instant so there you go
I don't think you would get time to make a seal while in a battle against a amaterasu user, so its not that useful.
