The difference between Madara and Sasuke’s eyes though is that Madara’s Rinnegan never ran out of chakra nor were they ever low on chakra regardless of whose head it were in, while Sasuke’s Rinnegan has been so low on chakra that he couldn’t even keep his eye open (Vote 2 fight against Naruto). Adult Sasuke even has to keep his Rinnegan covered like sharingan Kakashi which attests to how taxing it is on him; while neither Madara, Obito, nor Nagato ever had to. Madara’s Rinnegan had neigh-unlimited chakra, which is why just one was nearly overwhelming Obito and even then, he never had to cover that eye at any point. Sasuke’s Rinnegan is a chakra leech and doesn’t maintain or retain anywhere near as much chakra as Madara’s had.

Conclusion: Sasuke would definitely lose his sharingan eye if he used izanagi (since it wasn’t capable of evolving) and I’d say that there’s a 99% chance that Sasuke’s Rinnegan wouldn’t prevent him from going blind.

Alright so since you confirmed that the OP asked hypothetical question, your initial argument is nullified.

And yes, Sasuke should be able to create bijuu from nothing just like he should be to master all jutsu and chakra natures and be able to use all of the Rinnegans Six Paths abilities.

I wouldn't say he could spam it. However with the powers he has he could potentially activate it for an extremely long time.

Danzo could do it for 60 seconds.
Obito could do it for 5mins(minimum)

EDIT: Why 5mins? Because Konan bombs were 10mins and his phasing only last 5mins
So its safe to say he phased for 5mins then activated izanagi for 5mins OR izanagi for 10mins.

Safe to say Sasuke could sustain it for an extremely long time but i think he would lose the eye. the real question is... Why the heck would he need to use it?
