Canon or not this is a movie bruh .. and that doesn't mean he can deactivate it.

Well, it does, but we haven't seen it and why does he only wear his hair like that currently covering his eye and wasting chakra?

That doesn't make sense, only logical explanation is that he can't deactivate it and you forget sasuke could of been dimension traveling and recently gotten it back at that meteor moment.

By then his usage of that could of turned his eyes back normal instead of just going back to normal looking rinnegan and one regular eye or MS.

There are many possibilities and deactivation is one, but its speculation as well.

If Kishimoto designed the characters, as he did, then speculations aside, Sasuke's Rinnegan deactivation can be considered canon. And you're only looking at it that way. The fact is that's not the only logical explanation. Because the reason why Sasuke keep his Rinnegan covered could be because his dojutsu activates in parallel i.e. both Sharingan and Rinnegan activate inevitably simultaneously when Sasuke activates his eye powers. Sasuke uses and prefers to keep his Sharingan purposefully activated most of the time since it is his primary power and casually uses it as a base power, but to activate Sharingan, Rinnegan needs to be activated in parallel which is unnecessary and chakra consuming for most of the time when Sasuke is not in battle. Therefore, Sasuke keeps his Rinnegan covered so that Sharingan can be activated without interference with the Rinnegan.
