Transmigration is another word for reincarnation.

Sasuke is a one of them (transmigration).

With the power of transmigration and the eye Sasuke can cast and control it.

Sasuke will be the one fighting Madara while Naruto will be rendered useless by the genjutsu.

Sasuke can activate Infinite Tsukuyomi, I agree. However, he can't cast it on a massive scale simply because he doesn't have the chakra that such a genjutsu would require.

Madara could have activated Infinite Tsukuyomi as soon as he awakened the Rinnegan if the Juubi's Eye is all that was needed. He needed the Juubi's chakra in order to put the whole world in it.

Sasuke has the Juubi's Eye, and thus he can activate Infinite Tsukuyomi, but he can't maintain it.
