I don't see this happening.

Sasuke has had techniques that he could have used to bring back his family for years. Orochimaru had worked on cloning Hashirama for years. Sasuke could have furthered his research and brought back his clan. Sasuke could just use Edo Tensei. Get a bunch of people together in his clan cemetery and sacrifice them all for the good of the Uchiha clan.

The point of Sasuke's vengeance is not so much that he actually wants everybody back, but rather he needs to continuously want to blame somebody for his misfortune. Originally, it was his brother. Then, it was Danzo and the village elders, then, Konoha. Even after all of that, he blamed the previous Hokage. Now, he blames the Tailed Beasts and the current Kage. And the whole time, he has resented Naruto. Sasuke just needs to be the victim of some tragedy, and he needs somebody to hate.

Otherwise, he becomes stale and fades into obscurity.
