It doesn't matter that Sasuke is out of range. He can just keep switching himself with pebbles, dust, etc, moving closer and closer to his target until he is in range.
Here is how it works. Sasuke swaps with a rock at the edge of his range.
Since Sasuke is now closer to his target, the edge of his range is closer to his target.
Sasuke does this again.
And again.
And again.
Until the target is in range and then he swaps with the target.
Sasuke doesn't need to run until he is in range. It's faster to swap there.
