[Discussion] Sasuke can activate and deactivate his Rinnengan ?

When sasuke release 2nd hokage from the black rod bind, his eyes still remain normal eyes. But when the fight with madara begin he activate 9 tomeo Rinnengan .

Why sasuke could buy madara couldn't?

Could it madara obtain his Rinnengan by force? Insert hashirama cell in to him.

And I think sasuke Rinnengan either more perfect than madara or it was not actually the Rinnengan but is the third eyes on so6p forehead.
