Brogard ,the reason why sasuke said only orichimaru could do the jutsu because it was a reversal jutsu to unseal the edo tensi.Orichimaru can use the rebirth jutsu to escape death after using the death reaper jutsu.Sasuke is hawk now and no long hebi ,therefore he lose orichimaru snake power.This is why he stated orichmaru can only do it,jugo and the other donot have orichimaru snake powers

Remember after danzo faught sasuke ,Danzo destroy the Shisui sharingan while killing himself.Obito did collect danzo body with the damage eye of shisui stated what happen.DNA is enough to revive someone dead using edo tensi.If sasuke get access to the Shiusui damage eyes then that enough to use edo tensi

He cant really revive anyone unless he used their dna, I doubt sasuke has any of the one listed, If he does, he would probably get it from Orochimaru. I mean yeah he know how to do it, But it kinda pointless if he doesnt have any dna to use..

Sasuke is a genius if u did not know.
1.Uchiha clan can be revive by collecting the dna from the eyes obito stored at his base.
2.The zetsu that are produce by hashimara living clone can be use as the sacrafice for edo tensi as we seen in the current chapter of naruto
3.Sasuke is an uchiha ,their sharingan can copy jutsu from their oponent.Sasuke copy lee taijutsu with his sharingan,therefore he can also copy the edo tensi jutsu with his sharingan.Kakashi was known to copy 1000 jutsu with his sharingan

Back in Naruto before the time skip during the chuunin exams sasuke copied Lee's konoha rendan as he got he got laid out by it. He went on to attempt to use it but his body wasn't able to copy the technique exactly so he altered it. Naruto compied sasuke and made the uzumaki rendan which he used on kiba.
