I don't remember Madara's Rinnegan having a "cool down" when he started to use it. I guess Sasuke's Rinnegan must be "special" since he's the only one who can't use it like Nagato or Madara did.

Lol. They don't have the same rinnegan as Sasuke. Nor did Madara have Sasuke's skills, after he got his third eye.

Madara's eyes have a cooldown (and Nagato had too. He used Madara's eyes).
Sasuke's eyes have a cooldown.

They all have a cooldown.
The reason Sasuke cant use his left eye right now is not blindness.
