Sasuke better written than Naruto?

During the whole Manga, I mean Sasuke's character changed so many times, to me it was the most interesting issue in the manga - which path will Sasuke follow next.

Naruto always had the same attitude since Part 1, the only interesting issue was his relationship with Kurama.

Sasuke's clan was also in Focus all the time. And the story depended around Sasuke, even the gaiden puts Sasuke into spotlight.

Most characters aren't that well done. But characters like pain(before TNJ), Tobi(before obito reveal) and kakashi are fairly written.

I didn't like it, he was just everyone pawn throughout the manga. Also the majority of times he got a power up it was off panel, making him seem like he didn't train for anything.
