I think you missed the part where Sasuke went: "Why are you holding back? You're going to die if you keep doing that."

They are equal when Naruto is slightly holding back and isn't blasting Sasuke with everything he has to just end it, face the facts already.

Naruto = Sasuke (Possibly Naruto slightly > Sasuke).

And no, I'm not a Naruto fanboy, I personally liked Sasuke more than Naruto (mainly in part 1, now I don't really have a "favorite")

the "perfect susanoo" as people call it is really just as extra layer of armor over the previous susanoo, difference between higher and lower level of susanoos is that of number of layers, this was shown way back when itachi and sasuke activate or deactivate susanoo
