He can still make Indra's arrow. He's shown he can make the same Susano'o in Boruto movie. Again the bijuu's chakra was just a substitute because Sasuke was low on chakra. Saying where is that power now doesn't mean he can't use IA anymore than Naruto making AA.

Point is Sasuke used HIS power(Rinnegan) to take the bijuu's chakra and made it his own. Once he did that that chakra was his power. Just like Gedo Mazo is any Rinnegan user's power.

No he can't he could use his rinnegan all he wants he can't replicate indra's arrow without the Bijuu's chakra, not to the same extent.

...So once Sasuke absorbs someone's chakra it becomes his own is it no? This is the dumbest reasoning I've ever seen you make. He absorbed the bijuu's chakra used it to power IA and that's it he used it all, it was never his own chakra and it never will become his own, still if you can prove what you just said by providing some scans then I'll believe you.
Sure he can make Indra's arrow but it won't be at the same level as from VoTE 2.
