More than likely it's that he has the other eye deactivated. Naruto and Sasuke being lower quality wouldn't make sense as they were both able to fully realise the power of Ashura and Indra, unlike Madara and Hashirama.

No. You are wrong. You get the Rinnegan by having the So6P's chakra, and Sasuke had no method of obtaining it. If Sasuke had the Rinnegan already, then he would have had it in the other eye. His "sharinnegan" is/was a gift from Hagoromo.

Sasuke got Indra's power plus he now has Hashiramas cells and with that he has bot Indra's and Ashura's cells.

Note: The rinnegan can only be achieved with both Uchiha and Senju DNA(Indra And Ashura's Chakra)
And sasuke has the rinnegan...well not the same one as the sage and Madara but its still a rinnegan

Sasuke doesn't have Hashiramas cells anymore(Hashirama isn't a transmigrant in this case anyway). Kabuto hase used Hashiramas cells to revive Sasuke, but they aren't a part of his body currently. Maybe Kabuto took them back with his "umbilical cord", who knows. However, if someone combines Hashiramas DNA with his body, a new "face" will show up at that part, as shown by Madara and Danzō.
The Rinnegan is only the result of Hagoromos chakra. The powers of Hagoromo Ōtsutsuki-also known as the Rikudō Sennin- have been exactly divided into two parts.
Body component and Senjutsu=>Sun=>Naruto
Dōjutsu component and also chakra powers=>Moon=>Sasuke

Maybe Sasuke could awake the Tomoe-Rinnegan due to Hagoromos and Indras chakra+Sharingan?

You're right Sasuke awakened it on his own in theory. If you think about it, the reason why both met the so6p is because they were given the necessary Chakra to do so. Naruto with all the tailed beasts from Obito and Kabuto with Ashura/Hashirama's cell thus Chakra. So in fact, they themselves fulfilled the requirement to meet the so6p to give them more powerups.

Also, Madara said that he awakaned the Rinnegan before death, but theres no proof that it can be awakened ONLY in a near death state.
