Is it fair in any other Shounen manga where the hero and his rival become the strongest in the end?

Every Japanese action Shounen style manga ends with the hero being extremely OP.

I personally felt as thought naruto surpassed him with BSM, but in naruto's current state hashirama isn't even close to his league.
