Yes. Any one with MS can, as it is a generic power of the Mangekyo to control Bijuu. Whether or not they can do it as well as or even better than Obito and Madara no one can say for sure. To me, I think all controlling is pretty much equal, but if it is a matter of skill, then Madara and Obito would obviously be better due to the experience they have actually doing it.

Itachi will control the Kyuubi the best.

In the Uchiha hideout when they met before their final battle Itachi sit in a throne and on the background was the symbol of the Nine-tailed Demon Fox...
And when Sasuke and Kurama met for the first time the Fox was shocked that Sasuke is able to suppress his power and he said Sasuke is similar to Madara.
