Powers: Sasuke has Eternal Mangekyo Sharingan.
Itachi has his Mangekyo (without Izanami)
Raikage is at full power and chakra.
Tsunade is at full power and can use Byakugou.
Mei Terumi is at full power and can use both her releases
Onoki and Gaara both at full power(Gaara can use Gold Dust)

I think both itachi and sasuke can take on any of the 5 in a 1 vs. 1 but itachi can't win against any of the 2 people combination of the kages. he is more of a 1 vs. 1 fighter. and sasuke may hold his own against 2 kage since he has EMS and more stamina tan itachi but he too cannot win it. so all in all 5 kage is too much for those two.

Sasuke and Itachi takes this. Already Sasukes first attack he has shown against the 15 Zetsus would kill some of the Kages. Imo, two Mangekyou users are superior to the current kages. But I don't have a desire to discuss right now..

5 kages. Obviously individually both itachi and sasuke are stronger than them and would best any one of them, but as a unit the 5 kages take this. The key person is onoki here, not because of dust release so much, but his ability to make things heavy/light

he didn't hold his own, he would have gotten killed vs A if it weren't for Gaara, he would have gotten killed vs mei if it weren't for zetsu, and Oonoki had landed a sure kill which was avoided by Tobi's space-time. The only kage he could fight on a par was Danzo, and that was a bare win.

Anyway, both alone are better than any of the kage. But it's 5vs2, then you add katsuyu and sharing of intel, and the great healing tsunade had, and the great defence gaara has, plus gaara can pull both out of susanoo, and it's clear who's going to emerge the winner. even Madara, who's about as strong as both put together, got hit a few times, and would have been defeated if he weren't an edo tensei.

oh and they stand no chance sasuke's suanoo has no yayat mirror so im pretty sure dust release will be enough. raikage supe rspeeds past the mirror and is hardened than he gives a devastating blow to itachi. gaara and mei just barrage them with techniques while tsunade heals and if neede also fights with her superior strength or summon katsuyu for over kill.
