Why not? Tobi is suppost to be the last boss in this manga, and it is a reason why we haven't seen Sage's fully face.

1. Tobi know all about SO6P, and what he did
2. He know about juubi, moon etc
3. He got the same dreams as SO6P; World peace
4. He said ''I was the one who gave the rinnegan to Nagato'' and ''They where mine to begin with''.
5. He can use rinnegan well. It's like he had it before

To be honest, Tobi 100% isn't the So6P, I would put my money on Izuna, Hashirama, or the previous Uchiha before Madara(that took part in the destined battle). Izuna, Hashirama, and Danzo/Obito theories are more likely.

Yeah definitely, that's why I don't think Tobi could be the Elder Son either, I'm sure the beasts would recognize him also.

But if it somehow turned out he WAS the elder son, I would kind of understand his obsession with having 3423854 Sharingans. He probably thinks they are rightfully his, just like Nagato's Rinnegan, since his eyes were the birth of Sharingan.
