Filler is filler when it doesn't further the themes, worldbuilding or the story. Plotholes are different as the canon has them too.

Sasuke inherited Amaterasu and Susanoo from Itachi's eyes. If Sasuke had gotten Yata and Totsuka, it would only make sense if he had inherited it from Itachi's eyes as well.

Getting Totsuka and Yata out of nowhere would make no sense at all, considering he has Itachi's eyes already.
