You missed my point entirely. Mizuki was only meant to be the first chapter antagonist, that was his role in the manga nothing more.

Sasori was apart of the major antagonistic group but was instead treated like a nobody antagonist.

He was meant to showcase Sakura's abbilities. Ex. her healing kankuro as well as beating sasori all together. It's the same as Hidan being created to showcase shikamaru's abbilities.
