Izanagi and Izanami don't influence cranial nerves either, yet they're considered Genjutsu, which implies that Genjutsu is not only based on nerves and the brain.It is possible, in a manga. Real world logic does not apply and it specifically says that a brain is required for genjutsu to work. You can’t manipulate the flow of chakra in the brain,if there is no brain manipulate.Nothing suggests that his heart takes over the brain's functions, at least literally ( no cranial nerves). Kishi would have stated that if that was the case, and i see no reason why he wouldn't.
In the end Sasori is a condradiction in terms, both ways are possible, and no way is a 100% correct. In my oppinion Genjutsu works, in yours it doesn't. Have a good night.
