Well the KM Naruto vs EMS Sasuke is debatable. We haven't seen the full power of EMS Sasuke.

thats just Manda. That doesn't neccesarily represent all of them. If anything, the Frogs seem better equiped.

Im completely forgot about Naruto in Base pratically blitzing Sasuke. He managed to get Sakura out of his hands and cover distance before Sasuke could swing the Kunai.

And the Raiakge and Tsunade arrived at the same time to Bee and Naruto. Does this mean Tsunade is as fast as Ay? Nope.

Even if their powers may be on the same tier, Sasuke still has an edge because of his strategic intellectual capacity which outweighs Naruto's by quite a large margin.
