There are no mentions of Uchiha not being able to awaken the Sharingan if they do not have good sight.

We also have Obito, who worn glasses shaped as goggles and had no problem to be a master of Sharingan.

Obito's were seeing glasses, as goggles are used underwater or during chemical experiences.

I believe if Sasuke and Sakura trains her hard enough, she could be a powerful Uchiha with a combination of both parents abilities. That's if Kishi would take the time to write about them doing so, instead of letting her become weak.
