I have a hypothesis but it only works if I understand how koseki works correctly.
I think I understand that if neither parent acknowledges a child as their own, a new koseki can be established.
Sarada is an Uchiha, but because she’s not on Sasuke’s koseki – not acknowledged by a clan Uchiha as one of them – then she is not a clan Uchiha. What I am hypothesizing is that perhaps this is one area in which Sasuke is trying to free Sarada from the clan’s baggage; bring about the end of the old clan whose history was “authored” by Black Zetsu, and give birth to a new one that is ready to write its own history from scratch. No Madara, no clan slaughter, no coux, no more curse.
This would not be possible if either of her parents registered her birth (I think the only time you can drop out of a koseki is when you get married, but only one partner gets to do that). Had her birth been acknowledged in Sakura's record (married or not), she would have been in the Haruno family registry, or Uchiha clan registry. As for why Sarada doesn’t have her own koseki currently, I don’t know. Maybe you have to be a certain age to make one. Or if she has one, her record is stolen or missing for some reason.
Anyways, I can't wait to read more chapters of this series and see how the mystery of Sarada's missing birth record gets explained!
