Exactly, her clothes are just simply inappropriate. Sarada isn't not flocking around or flirting with grown men with any sexual animus nor are any grown men interacting with her in a sexual atmosphere at any capacity.

You can't pick and choose what to accept(you can but it hurts your stance). Being a 12 year old trained in the profession of murder and deceit is a lot more controversial than dressing in attire that some would find proactive. You also can't attack an entire country because of it.
Especially when you haven't visited said place or understand the culture there and especially if the source of the attack is over a drawing.

I don't know why people are losing their mind over her design. What matters to me is how Sarada was portrayed in this chapter and as long as she was written properly as a female character then I don't give a damn about her outfit. She is so damn impressive in this chapter.
