I dont think Sarada's eyes will evolve in hate, because Sasuke literally almost killed her and yet she didn't get another tomoe. And then she seen her mom get kidnapped, and no tomoe. Then there was her dad getting stabbed no tomoe. And Sarada was way more emotional that Sasuke ever was. She was crying and everything.

Perhaps her new tomoe will awaken through happiness, or something positive, or even through training.​

It could be a one time thing. Every other sharingan we've seen activated was training,battle or near death.
