That's now how genes would work, plus Hyuugas are Konoha's strongest clan from part 1 to now so fodder they are not. Naruto isn't 50% Namikaze and 50% Uzumaki, he retrieved traits from both parents. Their are dominant genes and recessive genes. The kid gets the dominant traits from both parents which can vary from child to child. There's a chance Bolt will get Uzumaki traits but not everyone. Sakura has no special abilities from her genes, only skills she learned. Bolt can get abilities from either or both of his parents or none at all. Wait until we see what Boruto can do before you say what he have or doesn't have.

Hinata's skills means nothing, you don't pass on your skills only traits, Hanabi who is Hinata's younger sister is stronger than her yet they have the same parents as far as we know. Bolt is said to be a prodigy while Naruto is said to not be as great as Minato or Kushina while he was talking to Hagoromo. So neither parents were prodigies while their kid is.

There has never been a Hyuuga hybrid so we don't know what that means. Bolt and/or his sister might get the Byakugan where they have to activate it as a Uchiha does the Sharingan or get a new Doujutsu or the one Toneri had. The Hyuuga clan is stated (by Lee) to have Konoha's strongest taijutsu style; Bolt could have been taught gentle fist and adapted it to be use without the Byakugan. We don't know.

The person meant that a parent's skill level doesn't determine the skill of a child. It is true that a parent with certain genetics can yield some genetic advantages to their child (which is how Hagoromo and Hamura are so strong, because Kaguya ate the fruit before conceiving them), but a parent's skill level doesn't always pass on to a child.

A child could surpass their parents or be worse than their parents.

Therefore, Hinata not being super skilled is irrelevant in determining Boruto's potential. It is also irrelevant when determining whether or not the Hyuuga is fodder (one Hyuuga doesn't decide for the whole clan).
