Having Hyuuga genes doesn't make one fodder but having Haruno genes does. I agree with Hinata being pretty useless in the War Arc but Neji was boss.

Now you are backtracking lol. Just because they aren't relevant to plot does not render them useless. The manga and data books confirm their feat. Neji, Hinata, Hashi, Hanabi aren't fodders. They barely had screen time. Neji are two decent fights after the chunin exams and he proved himself. Hinata didn't even get much limelight but she still improved her field of vision to 20km, developed a new jutsu and learnt the 64 palm.

Jinchuriki is an enhancement. Jiraiya and Minato accomplishments with sage mode aren't impressive.

I would say having the genes to activate the Sharingan =/= Being a natural born Prodigy are pretty close. I mean you don't necessarily inherit everything from your parents (referring to Hagoromo's chat with Naruto) and Boruto definitely did not get his talent from them only.
