He doesn't need to completely ignore Oro to take care of Manda. Baku's suction will allow his wind to easily make its way to Manda. Why would he use Formation of Ten Thousand Snakes when:

-He can survive it using Izanagi.
-Baku will suck up all the snakes.



Jiraiya can beat him but not Oro.

Explosion damage=/=Cutting damage. So that comparison is moot here. Also its Danzo's Fuuton being empowered by Baku's suction, which cut through a Complete Susanoo.

What if Orochimaru uses Gates of Rashomon? That will reduce the effect of Baku's wind technique and give him an opening to attack Baku via Sword of Kusunagi or via Manda. If Orochimaru can survive against 4 tailed Naruto, he can beat Danzo.

If he uses Rashomon then he can't attack via Kusanagi as the Rashomon will be blocking him. If he wants to attack he needs to get out from behind his Gates and attack Danzo, but if he does then Baku will suck him up.

When danzo will summon Baku Oro will go underground and stab Baku, game over for Baku. Then oro summons Manda to help him kill Danzo.
How is Danzo going to handle Manda and Oro at the same time? He cannot. Game over.
