Nothing has actually said Death/Hell Wink are related to Ivan's fruit, I've looked all around if anyone can find anything that does say it please share. So as far as that move goes there is still a chance Sanji could learn it, it could be something like Sentomaru's haki but being sent from Ivan's eye(why the eye idk but it makes for a cool move so that's probably the only reason)

But he learn hell fire which seems like Ivankov but he can't copy completely.Also their fighting style are different but sanji while fighting should have find new move which he might have learn from them while fighting

I agree I don't think death/hell wink stem from the devil fruit iva ate, the effects are increased through the use of his/hers fruit. But maybe it's an offensive version of observation haki,and since sanji has that it maybe possible he learned from iva. We really haven't seen sanji do anything of note since the time skip. I bet he's got some powerful abilities up his ..pants leg?
