Yes it is. Sanji one shotted a Pacifista which took the entire pre timeskip Strawhat crew going full out to take down. Rob Lucci gets knocked out from the wind of Sanji's missed kick.

Pacifista were just heavy machinery that SHs didn't had the power, at that time, to bust open. Post-TS, at least M3 have such fire-power.
Lucci has speed, that rivals G2 Luffy which I believe is still tad faster than Sanji(I'm all ears if I'm wrong), Lucci was not only keeping up with Luffy but he withstood all that Luffy threw at him except the Jet Gattling.

What I'm saying, Sanji will most probably stalemate him or have a upper hand with DJ and totally overpower him with Haki.

Talking about speed here. Vergo could not land a blow on Sanji. Everything was blocked or dodged, while Sanji was feeding Vergo kicks. Sanji > Vergo in combat speed no doubt.

All Sanji ever did in their clash was to land one legitimate hit on Vergo, that too in a battle of legs. That's not enough to say Sanji's combat speed was superior. Even against people like Smoker and Law Vergo mostly preferred to take the hits(even those that can be avoided) head on instead of dodging.

He couldn't land one strike on Sanji. And he couldn't land one clean strike on Smoker. Both Smoker and Sanji were blocking and dodging everything Vergo threw at them, meanwhile Vergo was eating attacks. Vergo overpowered both Smoker and Sanji's defenses he never got past them. There is no argument for anything other than Smoker and Sanji being faster than Vergo in CQC.

I think it's more accurate to say Vergo wasn't trying as hard as he should be able to; have you ever seen Vergo actually moving around in his fights with Sanji and Smoker? Despite being as fast as he is, he almost and always tried to fight from one spot akin to a stationary fighter. I think it was quite evident that he didn't made use of his full potential against both the opponents. The movement he took the fight seriously; Sanji's leg was cracked and he started to struggle to dodge Vergo's attacks even when they were fighting with legs. The fight ended in one hit in the case of Smoker. Most of Smoker VS Vergo was off paneled and I am pretty sure it was Smoker that was struggling to breath prior to the final movements of the fight. After looking at his condition, It's hard to believe that he didn't get a hit in mean time.


EDIT: Not sure if it was canon, irrc Vergo did say his raw fighting skills are superior to Smoker's.

Sanji only struggled to dodge one of Vergo's kicks because he was in pain from his leg cracking, despite this slight advantage Vergo still couldn't be fast enough to land a hit on Sanji [ ], while Sanji straight up kicked him in the middle of them actively clashing/blocking each others strikes [ ].

Sanji and Smoker CQC speed > Vergo. He is overall stronger than them both because he can overpower the both of them, but he has shown he is a bit behind in the combat speed department in comparison to them, which isn't a big deal considering both are speedsters.

Edit: Btw Vergo probably got hits off panel on Smoker obviously but we have no idea how he got them, could have been another case of Vergo overpowering Smoker vs outspeeding him. But the point is on panel he never landed any clean blows.

I wasn't talking about movement speed alone. For a speed star, movement speed is a vital part of his arsenal. Look at how Smoker was able to land hits on Vergo by maneuvering around him. And then we have Vergo who never made effective use of his speed. He seemingly never even seriously tried to dodge attacks. It was clear as day that he had speed and that he would've put up a much better fight had he made use of his speed in conjunction with his reactions and striking speeds. You're completely ignoring the fact that he never bought fourth his full potential for the sake of argument. He never used speed or his main fighting style against Sanji, he never tried moving an inch against Smoker. How can you be sure about him being inferior when he seemingly never tried his best?

Strictly based on feats, Vergo seemed to be more of a speed-star than Smoker or even Sanji for the matter. He moved almost as fast a teleported object, that's a level of speed which Sanji never demonstrated.

You're focusing way too much on movement speed, and not on reaction and attack speed. In close quarters Vergo is not more of a speedster than Smoker or Sanji, he failed to react fast enough to block or dodge in some instances and he failed to strike fast enough to land any clean blows. And he didn't take those hits on purpose like you are implying, in those scans I linked he was clearly dodging and blocking a lot of attacks, some attacks just happened to outspeed him and land. It makes no sense to block and dodge most attacks but then randomly decide to tank a similar attack.

Bruh this match up is like Kizaru and Kaido I am sure. It doesn't matter, whenever sanji blocks he eats shit getting bones broken like on smoker. I mean Vergo bamboo murdered a seas stone jette, the guy specializes on Haki hardening sort of like a Garp.
