I wouldn't say neg, but high-diff for real. Sanji can fly! Neither Aokiji or Akinu can do it. he can keep hurling at them with his speed kicks and spinning hurricane kicks, with his diable rumble he could kick Akainu's magmatites back at him and hurt Aoikiji in the process.
Sanji is simply too fast and furious for the two admirals.

Besides the lack of buso Haki feats to even put him on Rayleigh's level, what made you come to this conclusion? Even Luffy isn't stronger than Rayleigh.

You can't possibly be serious. You actually believe that Sanji is still beneath Rayleigh? Moreover, Luffy and Sanji are a different kind of warriors. Sanji doesn't lack any haki feats, he's just not going all out yet.

Not going all out means lacking Haki feats, he hasn't shown us the level of Haki he's up to like Luffy did making him featless. So the only thing we can measure is his diablo jambei which luffy tanked straight to the face at base.
