Raikage win s1, s2 s3 because in the last scenario they still have no access to summon
Remember edo raikage was close to his full power . But not his full power for all we know that could be him at 70% in war acr

I think Jiraiya could win with summon via Fire oil collaboration attack. [

Are you saying Hydra can damage Sandaime?

It'd be used defensively in hopes to outlast the Raikage. Considering its size, Raikage would have a hard time reaching either Sannin, with each hidden in a serpents head using their offenses.

Summonings are restricted. Jiraiya definitely wins with Simmons allowed though
