Madara with ease my friend. He is going to beat the 5 Kages with ease, so three former Kages also won't be a problem, even if they're a bit stronger than the latter ones. And keep in your mind, All of the current Kages > 3 of the former. Maybe the Sandaime Raikage is stronger than a and Muu also than Oonoki, but Nidaime is the worse choice here 'cause his Genjutsus are useless against Madara and they're Tsunade and Gaara on Top.

its not a normal genjutsu. its a battlefield wide mirage produced by a clam mist. mizukage stated the only way to stop it is to destroy the clam. not happening with other two kages protecting it.
