Sand Villages request for land ....

In the latest episode the sand village makes a request for arable land.

Why not just hire earth style jutsu users to create agricultural land for them?

Because that would be logical and we don't roll that way here in ninja land.

A desert climate probably doesn't produce as many crops. And Konoha's land is proven to be fertile.

But Sunagakure wanted it, and the Kazekage seems like a hard man to reason with. Why go for the lesser offer first? Basic bartering, you ask for the better trade, then compromise. He probably knew Konoha would be open to the offer too.
