His sand is infused with chakra.So it won't be affected by water (weight down and slow it.).Konan's paper is also infused with chakra,that's why the paper didn't soak water.

He can use the sand eye(which isnt effected by genjutsu i would say) to see everything!
He has been proven to block every atk!

Perfect susanoo and regular susanoo do have their benifits aswell, but the chakra loss is why i put gaara sand in first

Only thing I can really add is that Water is as useless against sand,as sand is against water.

Though water only makes sand heavy,and Gaara has no issues lifting alot of wieght. I can't see water doing much more than turning his sand into cement.

actually sand + water makes sand heavier and easier to be broken : cement isn't formed out of water and sand if so .. all the beaches will be made out of cement
but they are made out of sand and fragile sand
