That's true, but if you're judging "the best" in terms of battle strength, Enton Blade is more useful.

If you need to capture or subdue an opponent and gain chakra, then Samehada is more useful.

However, you can still technically subdue an enemy with enton blade since you can just deactivate enton with the MS and leave the enemy severely burnt.....much like how Sasuke did when he thought he captured Bee.

Totsuka? You would need Susano'o, and not alot of people have that. You need to pierce a target to seal them, but most swords do not seal their target.

I'm not sure you need susanoo for Totsuka Oro was searching for it remember, by him searching implies it could be used corporeally. Just a thought I coulf be wrong but I'm almost certain that's why you don't need susanoo to use it.
