I think it would hit the user since it apparently sucks up all chakra making it stronger. So the chakra that's surrounding the user(susanoo) would be sucked up and added to its strength.

Hmm well Great Shark Bullet is a traveling projectile that asorbs chakra. So if it is launched at a Susanoo User, I think it will simply asorb the chakra and bypass it's target. Unless the technique is laucnhed from an angle like above. Thats just the way I see it.

You mean like it won't damage the user, but just suck up his chakra?

Idk, it's still a chakra/water based attack. When he says it makes it stronger by sucking up others attacks, I'd assume he means making it more deadly.
