That said, isn't it weird that we have many of the Fodder 11 looking unique while the first Hokage, who has received so much hype recently, looking like Joe Average?

I think Kishimoto wasn't really planning to hype up Hashirama as much as he has when he first introduced him. He'd been probably thinking along the lines of "...F*ck it, we'll go with this, good enough." xD

You are most certainly right, ma'am. I think there are many things the author figured out later on. Or retconned things. If Hashirama was that powerful, Hiruzen wouldn't have been able to pull out his soul.
