3 Tome was all that was needed to defeat Orochimaru, and scare him badly enough to quit the Akatsuki. And that was power from a 14 year old. 3T gave Sasuke enough skill to fight and win against Deidara. Most of the Uchiha did not even awaken sharingan, let alone achieve 3T and still the higher ups of Konoha considered them a threat big enough to destroy the village.

Summonning jutsu: Sarada will inherit snake, slug and rinnehawk summons while Bolt only gets frog summons.

Ninjutsu: Byakugo seal insta heal, Chidori variants, fire techniques, shuriken jutsu. Bolt only gets rasengan variants and shadow clones.

Dojutsu: Bolt has normal blue eyes so he doesn't get byakugan. Sarada with three tomoe precog solos. She can awaken it via normal training like Itachi did. Although unlikely, if she happens to get MS the Byakugo heals any eye damage incurred.

Genjutsu: 3 tomoe genjutsu solos Bolt.

Senjutsu: Bolt may get SM but it is unlikely. Naruto trained to get SM to beat Pain. Bolt has no reason to train for SM. It isn't gauranteed that it would be perfect SM as well.

Taijutsu: Super strength Sarada with Byakugo invincibility and super speed solos Bolt easily.

Intelligence: Bolt is already acting so stupid that Sarada is convinced he must be a down-syndrome child.

Kenjustu: Sasuke can pass on his sword fighting skills to Sarada.

Sarada potential=Timeskip Sasuke+Current Sakura= High Kage tier

Bolt Potential=SM Naruto+Hinata (no byakugan)= Low-Mid Kage tier
