He is more like a brother to her, she has a bond and attachment to him that no other can know, maybe Sasuke but him and Naruto are different. Sakura cares for Naruto she just isn't attracted to him. You dont want to see anything bad happen to your team mate.
Look at Rin and Obito, she was concern for him when he was bisected, but she didnt love him in that way.
