This is set after 699, with Tsunade aging and Sakura reaching her prime, even if you hate her you gotta admit she probably surpassed Tsunade.

Naruto and Sasuke already surpassed their predecessors ages ago and are now many multiple times stronger than them, Sakura barely surpassing Tsunade is not surprising.

It's not cannon though. OrganicDinosaur said in the comment section that it is written by the Blood Prison author, and Kishimoto drew the pictures. Though it was never labeled canon, hell the author even adds fan-fiction in the novels.
